Succeeding the former

Babylon as an empire modeled the future of societies. It showed stability as a socioeconomic empire. Unlike, the Assyrians who depended on internal as well as external sources for resources, Babylonia was self-sufficient and was able to grow regardless of external affairs. This shows the stability that the Babylonian Empire had established after taking over the Assyrian Empire. Babylonia shows the foundation that is independent and could keep the empire going, while at the same time grow as an empire where the Assyrian Empire left off.
The system of economics through trade and livestocks vastly improved through the ages. Compared to Uruk, which had a developing form of governmental growth through a system of agreements between the people and the administration. Also, the technologies of farming were developing as well as the idea of mass producing essential tools and crafts were vastly improved by the time of Babylonia as the rich, fertile lands of the two rivers provided plenty of crop yields. By the time of Babylonia, the government was organized in such as way that the king would directly represent the gods and make the best decision for the people and nation. This system is more organized and brought more stability between the king and the people.
The conquest aspect of Babylonia was a continuation of where the Assyrian Empire left off. Since the cities-states of the old empire were in shambles, Babylonia was able to reap the benefits of the weak state the cities were in. So the acquisition of these cities would have been easy and the conquest of the empires.
The Babylonian Empire essentially took the place of the Assyrian Empire. By creating a solid infrastructure and keeping the nation coherent, the Babylonian Empire was in position to creating a lasting empire. Through technological advancements and a solid government, the Babylonian Empire flexed their muscles and became a dominant force in Ancient Mesopotamia
